Intense Debate is a robust commenting system that can be added onto most popular blogging platforms (or really anywhere a few lines of JavaScript can be inserted). Features include:

• Comment threading for replies
• Reply by email
• importing and exporting of comments (presumably so you don't lose all your previous comments if you switch platforms)
• reputation, so you can give props where props are due
• cross-posting to Twitter

In addition, users can build profiles that stick with their comments, while unverified users can use the familiar name-email-url pattern. It supports OpenID, too.
